The Monitors' garrisons hold the gates, roads, and city watches of Voir, answering to Iüdex's law before any secular crown, a standing presence felt at every threshold in the country.
Founded in Year 52 by the man history remembers only as Monitor.
The Monitors rose in Voir as the militant hand of Iüdex's single, unyielding law, cleric and knight bound into one office, sent to hold the roads, gates, and watch-posts of the country against disorder. Where the old faiths once held ground in Voir, the Monitors' arrival meant their end: shrines silenced, rites forbidden, worship folded under one balance and one Judge.
The order was founded in Year 52 by the high cleric who would come to be known simply as Monitor. Within a decade, the campaign he called the Balancing had swept the worship of the old gods from Voir almost entirely, convert or die, town by town. The Monitors still mark the day the Balancing was declared complete as their central day of commemoration, though none but the order itself observes it.
That eradication did not go unanswered. It is the root cause of the ongoing war between Voir and Seug, the faithful of the old gods who would not bend fled south into Seug rather than kneel to the Scale, and the war between the two countries has never fully cooled since.
