As a free action, breathes temporal energy into the immediate area, allowing allies within 80 feet to act as if under a continuous Haste and Regeneration effect while he breathes.
Exhales raw, decaying temporal force to strike targets out to 8 miles (8/day, 8d12 + 16 force/temporal damage, stripping years from those caught in the draft).
Can cast Time Stop at will as a swift action without expending spell slots.
Can freely slip backward or forward up to 8 rounds in personal time to undo injury or alter his position.
Automatically knows every historical truth, forgotten dialect, or expunged record across the realm.
Creatures within his 80-foot aura do not age, bleed, or experience spell durations wearing down unless he permits it.
Cannot be caught unprepared or off-guard; continuously perceives all immediate probable futures.
Can instantly restore a slain creature or destroyed object to its condition one hour prior by breathing past life back into its timeline.
Melee attacks force targets to make a DC 44 Fortitude save or age a century instantly (or suffer severe temporal paralysis if immortal).

If Noia fails a saving throw, he can choose to succeed instead.
Noia is immune to any effect that would alter his personal flow of time against his will, including time stop, forced haste, or temporal displacement.
Noia automatically knows any historical fact, forgotten dialect, or destroyed record relevant to a question asked of him.
Creatures within 80 feet of Noia do not age, suffer ongoing damage, or have their spell durations expire unless he allows it.
Noia can't be surprised while conscious, and has advantage on initiative rolls.
Noia makes four unarmed strikes, or two attacks with the Harvest of Days.
Melee Weapon Attack: +18 to hit, reach 15 ft., one target. Hit: 22 (4d8 + 8) force damage. The target must succeed on a DC 26 Constitution saving throw or be stunned until the end of Noia's next turn (Temporal Stun).
Melee Weapon Attack: +18 to hit, reach 5 ft., one target. Hit: 18 (3d6 + 8) slashing damage. On a critical hit, the target must succeed on a DC 26 Constitution saving throw or lose one Hit Die permanently, its years pruned away.
Noia exhales decaying temporal force in a 90-foot cone. Each creature in the area must make a DC 26 Constitution saving throw, taking 55 (10d10) necrotic damage on a failed save, or half as much on a successful one. A creature reduced to 0 hit points by this effect crumbles instantly to dust, aged past the end of its natural life.
Noia takes 1d4 + 1 turns in a row, exactly as the time stop spell, without expending an action.
Noia can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature's turn. He regains spent legendary actions at the start of his turn.
Noia restores up to 30 hit points to himself or a creature he can see within 60 feet, undoing damage it took within the last minute.
Noia learns whether a statement made within the last minute, by a creature he can see, was a lie.
Noia's AC increases by 2 until the start of his next turn.
