Not deities. Not quite ordinary villains either, the ones no single nation's page fully accounts for.

Some threats belong to a city, a state, a single campaign, worth a mention on whichever page they haunt, and no more. A small handful don't fit that shape. They're bigger than any one border, old enough to predate most of the nations that fear them, and not confirmed gone even when everyone would prefer to say so. This is where Miranda keeps track of them.
